We found this foam pirate skull at the local Michaels.
Bones

The local party store provided plastic bones to use for the, uhh, fins.
Framework

I cut a short length of 4" body tube and a coupler. Two 54 mm centering rings were glued into the tube and slots were cut for lengths of balsa which will hold the bones.
Legs

Lengths of 1/2" square balsa were glued into the ring.
Weights

About 3 oz. of weights were added to make sure the center of gravity of the rocket is somewhere in the pirate's head.
Cutting Bones

I cut the plastic bones to fit over the balsa legs.

The head is glued onto the body tube.
A Hole in One

A short length of launch lug allows the launch rod to pass through the head.
